The planning and Project Development (PPD) department is responsible for developing plans that assure adequate power generation and water desalination resources to meet demand, and for developing methods and policies to assure economic resource procurement.
The PE department prepares a number of forecasts that support planning and operations, such as demand forecasts, budget forecasts, and gas requirements forecasts. The PE department also prepares the annual 7-Year Statement, and Bulk Supply Tariffs for Electricity and Water.

Strategic Studies
Resource Option
The Resource Options Study is intended to (1) update resource specifications currently used for medium-term planning (4-8 years), and (2) enable analysis of long-term (9-25 years) capacity expansion options for the Oman power system. The Study identify and specify a comprehensive set of electricity supply options, and all associated parameters, which NPWP will subsequently use as candidate resource inputs to its power system simulation model for supply planning and analysis.
The Optimum Energy Mix And Storage Options
The overall objective of the study is to evaluate the potential role of energy storage technologies Sultanate of Oman’s power system over the period 2025 to 2040, with a particular focus on the role technologies in supporting the transition from today’s predominantly gas‐based system with a high Renewable Energy share consistent with Oman’s 2040 Vision policy.
Solar Feasibility
Sultanate of Oman’s interest in the deployment of solar electricity generation began approximately in 2008 when a first study1 on renewable energy resources in Sultanate of Oman was published by the Authority for Public Services Regulations (formerly: the Authority for Electricity Regulation). The study concluded that the solar resources in Sultanate of Oman are among the highest in the world. Further, it was stated that the total solar energy resources in Sultanate of Oman is huge and could theoretically cover all energy demands while also providing for export.
Wind Resource Assessment (WRA)
In adherence to a policy decision, Nama Power and Water Procurement (Nama PWP) has initiated a comprehensive Wind Resource Assessment (WRA) in the Sultanate of Oman. This involves the installation of wind masts at specified sites. Recognizing the importance of a thorough WRA in quantifying wind resource potential, Nama PWP aims to determine the financial feasibility of specific wind projects and map wind resources for the entire country. The collected data will be made publicly available on Nama PWP's website and shared directly with interested developers during procurement activities for utility-scale wind power projects. This proactive approach, undertaken well in advance of procurement activities, aims to provide accurate representations of wind resources at key sites in the Sultanate of Oman for potential project companies and developers.
Demand Response
The Project is expected to assist Nama PWP to evaluate the feasibility of developing a Demand Response (DR) Program to contribute to future capacity requirements alongside the current practice of procuring capacity through I(W)PPs, trades with neighbouring power systems, and the wholesale spot market.
