1. Introduction
Legal Framework & Full Definitions
Legal Basis
Pursuant to Article 74 of the Sector Law, Condition 21 of the Power and Water Procurement Licence and the terms of the Bulk Supply Agreement with Nama Electricity Supply Company and its successor entity as a result of the ongoing electricity sector reorganisation efforts, Nama Power and Water Procurement Company (PWP) is required to make Bulk Supplies to Nama Electricity Supply Company in consideration of a Bulk Supply Tariff.
Scope & Application
This document sets out the Bulk Supply Tariff for the Musandam Power System, as determined by PWP and approved by the Authority for Public Services Regulation, Oman, for the period from 1 January 2026 to 31 December 2026.
It specifies (i) the rates to be charged for Bulk Supplies made to Nama Electricity Supply Company; (ii) the method to be used to determine the quantities of Bulk Supply chargeable to Nama Electricity Supply Company and (iii) the arrangements for invoicing and payment.
* This Bulk Supply Tariff is not applicable to (i) the Main Interconnected System, (i) the Dhofar Power System, and (iii) any system operated as a result of the business transfer arrangement of the Rural Areas Electricity Company SAOC.

2. Rates for Bulk Supply
Monthly Charges (Table of Rates)
The charges for Bulk Supply shall be payable on a monthly basis and shall comprise (i) a fixed charge, payable for the provision of the Electrical Capacity, and (ii) a variable charge, payable in relation to the quantity of Electrical Energy Delivered, in MWh. The charges are set out below.

3. Determination of Bulk Supply Chargeable
Methodology & Formulas
The rates specified in Table 1 above are applicable to Bulk Supplies made at Bulk Supply Purchase Points.
Electrical Capacity
The quantity of Electrical Capacity chargeable to Nama Electricity Supply Company shall be determined by PWP for each hour of each month. It shall be determined as the available capacity in MW of the Production Facility, derived by PWP as the guaranteed contractual power capacity with adjustments for scheduled unavailability, forced outages, or derating.
Bulk Supply (Energy)
The quantity of Bulk Supply chargeable to Nama Electricity Supply Company at Bulk Supply Purchase Points for each hour of each month shall be determined by PWP as follows:
- BSh = the Bulk Supply in MWh chargeable to Nama Electricity Supply Company for hour h;
- BSM = the quantity of electricity in MWh metered (or deemed metered) in hour h at the Bulk Supply Points related to Nama Electricity Supply Company.
Data Reporting & Estimation
PWP shall calculate BSM on the basis of information reported to it in accordance with the Grid Code or a Distribution Code (as applicable).
In either case, where the relevant hourly data is not reported or otherwise provided, PWP shall estimate BSMh using (i) daily data and representative hourly profiles provided by the Licensed Transmission System Operator or (ii) such other reasonable method as it sees fit.
4. Invoicing and Payment
Billing Cycle & Terms
PWP shall invoice Nama Electricity Supply Company for Bulk Supplies in accordance with the following procedure:
End of Month (Estimated)
Immediately following the end of each month, PWP shall estimate the quantities of Bulk Supply chargeable to Nama Electricity Supply Company for that month using such reasonable method as it sees fit, and shall issue a preliminary invoice on the basis of such estimated quantities.
Post-Month (Actual)
As soon as reasonably practicable following the end of each month, PWP shall calculate, as provided in section 3 above, the quantities of Bulk Supply chargeable to Nama Electricity Supply Company for that month and shall issue a statement of the Bulk Supply charges payable in respect thereof. This shall be accompanied by a supplemental invoice or credit, as applicable, reflecting the adjustments required to the preliminary invoices.
End of Year (Final)
As soon as reasonably practicable following the end of the calendar year, and after consultation with Nama Electricity Supply Company, PWP shall make a final calculation of the quantities of Bulk Supply chargeable to Nama Electricity Supply Company for each month during the year and shall issue a final consolidated statement of the Bulk Supply charges payable in respect thereof. This shall be accompanied by a final supplemental invoice or credit, as applicable, reflecting any further adjustments required to the previous invoices.
Payment & Credits Terms
Payment of invoices issued as described above shall be made by Nama Electricity Supply Company within thirty (30) days of receipt.
Where a credit is issued to Nama Electricity Supply Company as described above, Nama Electricity Supply Company may either (i) deduct such amount from subsequent payment(s) of Bulk Supply charges to PWP or (ii) request, in writing, that the relevant amount be refunded in cash by PWP, in which case PWP shall make such payment within thirty (30) days of receipt of the request.
5. Amendments
Under certain circumstances it may become necessary to amend this Bulk Supply Tariff during its period of application. Any such amendment shall only be made in accordance with the PWP Licence and with the approval of the Authority for Public Services Regulation, Oman.
PWP shall provide Nama Electricity Supply Company with details (including the date of application) of any amendment on a timely basis.
