Project Development
The Project Development department is responsible for developing the project requirements of power generation and desalination capacity,
conducting “fair and transparent” competition open to local and foreign investors for the supply of such capacity and ensuring that
all relevant contracts are in place.
Manah Solar I and Manah Solar II IPPs
In line with Oman’s vision to diversify fuel sources through the use of clean energy for power generation, OPWP issued the Request for Qualification (RFQ) for the development of Manah Solar I IPP and Manah Solar II IPPs in July 2019 , OPWP received 14 Statement of Qualification out of which 9 Applicants got prequalified for the two projects. Each project will have a capacity of about 500 MW and both projects are expected to achieve Commercial Operation Date (COD) in Q2/Q3 2023 respectively. The Request for Proposals (RFP) for the Projects have been released to Pre-Qualified Bidders in July 2020.
Waste-to-Energy Project
OPWP Studying feasibility of Waste-to-Energy Project
Following OPWP’s feasibility study on the development of a Waste to Energy (WTE) IPP based on a Build, Own and Operate model; the initial definition stage of the procurement process kicked off in 2019 in coordination with Oman Environmental Services Holding Company (be’ah) and the Authority for Public Services Regulation (Authority). The project targeted a waste capacity of 3,840 tons per day with a minimum electricity capacity of 100 MW to be located in Barka area. However, following Authority’s assessment on the economic growth and financial impact related to the WTE in early 2020; the Project was requested to be re-evaluated after a period of 12 months.
Wind Resource Assessment
OPWP To Conduct Wind Resource Assessment
Following the recent fuel diversification initiatives undertaken by the sector, OPWP is carrying out a detailed Wind Resource Assessment (WRA) on a national scale to support the development of future wind projects in Oman. The Public Authority for Water (PAW) has previously completed a high-level assessment of Oman’s wind energy levels which was concluded in 2015 and summarised in the “Wind Atlas” Report. The study had identified optimal locations for allocating wind projects and recommended the installation of meteorological masts in order to carry out a detailed WRA on these sites.
The main objective of the WRA campaign is to obtain bankable wind resource data to support the future development of Wind Power Project at the identified sites. Wind masts are currently installed in two sites located within Duqm and Jaalan Bani
Bu Ali. It is expected that a minimum of 1-year worth of data to be collected per site prior to proceeding with the procurement process in 2021. More information regarding this project, and the data collected from these stations, can be found under the E-Library section of the OPWP website.
Ghubrah III IWP
Purchase of Potable Water to Meet 2022 Water Demand
OPWP is procuring a capacity of 300,000 m3/d to be located in Al Ghubrah in order to supply the capital. The RFP was released to the pre-qualified bidders in June 2019, and bids were received in December 2019. OPWP is intending to award the project by Q4 2020 with an expectation that the project will achieve Commercial Operation by Q1 2024 including an early water requirement of 150,000 m3/d to be supplied by Q3 2023.
The project will be structured as an Independent Water Project (IWP) with OPWP purchasing the Potable Water produced by the project under a Water Purchase Agreement with a term of 20 years.
Dhofar Water 2023 IWP
Meeting Dhofar Water Demands
OPWP is planning a water desalination project in Raysut area to have a water capacity of 150,000 m3/d (33 MIGD) using a reverse osmosis technology. Given the demand requirements for water in the Dhofar region, a commercial operation date for the Plant by 2025 is being targeted.
The project will be structured as an Independent Water Project (IWP) with OPWP purchasing the Potable Water produced by the project under a Water Purchase Agreement with a term of 20 years.
Barka V IWP
OPWP is procuring a water desalination plant to be located in Barka with a capacity of 100,000 m3/day. The released the RFP for the development of Barka V IWP in May 2019 and the bids were subsequently received in October 2019. OPWP is intending to award the project by Q4 2020 with an expectation that the project will achieve Commercial Operation by Q3 2023.
The project will be structured as an Independent Water Project (IWP) with OPWP purchasing the Potable Water produced by the project under a Water Purchase Agreement with a term of 20 years.
North Al Batinah IWP
OPWP will be procuring a water desalination plant to be located in North Al Batinah with a capacity of 150,000 m3/day (33 MIGD). The prequalification process for the project was completed in 2019 in parallel with Barka V IWP.
The RFP of the project is planned to be released within Q2 of 2021 with the COD planned for Q2 2025. The project is expected to be located in Sohar Industrial Port Area.
The project will be structured as an Independent Water Project (IWP) with OPWP purchasing the Potable Water produced by the project under a Water Purchase Agreement with a term of 20 years.
